I'm not Nonny, but what I think this means is:

For Ranked Draft rotation: 12 voters (60%) ranked it as their first pick (the one they wanted the most), 5 voters (25%) ranked it as their second, 2 voters ranked it as their third, and 1 voter ranked it as their fourth. Then I think 1.60 is the average rank.

For Bid Process: 4 voters ranked it first, 8 voters ranked it second, 4 voters ranked it third, and 4 voters ranked it fourth. Then 2.40 is the average rank for that option.

For Partial Reassignment: 1 voter ranked it first, 6 voters ranked it second, 7 voters ranked it third, and 6 voters ranked it fourth. Then 2.90 is the average rank for that option.

For Annual Reassignment: 3 voters ranked it first, 1 voter ranked it second, 7 voters ranked it third, and 9 voters ranked it forth. Then 3.10 is the average rank for that option.

So going by the average rank - Ranked Draft Rotation won. Also it seemed to win by a pretty large margin.


Anyway, I better scurry back to work now.
