Ranking Draft Proposal poll Empty Bid Process

The bid process is designed to match up willing participants with groups they wish to join.
Teams will be allotted with a number of picks based on 16 minus current team size. The
teams create their numbered list of picks and this is the initial round order. Eligible skaters
create their personal team list with a clear priority order. They may list any number of teams
but any team not on the list may not draft that skater.

Each round, the teams declare their picks. If there is a conflict between teams then the
skater's personal team list is used to break the tie (the higher priority team takes the
contested skater) and the team that was denied the pick declares their next pick. When
each pick is declared, the skater's personal list is checked to make sure that team is on their
list. If they are, that skater is drafted to that team. If they are not, the team's next pick is
declared. The process is repeated until the team receives a skater or runs out of picks.
Once each team has received a skater the next round begins and the process is repeated
until each team has 14 skaters or has run out of picks.

All teams will have the values of their current rosters averaged using the training committees current scores to figure out who has the strongest roster. This will happen by finding the average of each team according to the ranks of their skaters. The base number that will be divided by, will be based on the team with the lowest amount of skaters. Team A has 8 skaters, B has 9 skaters and C has 10 skaters. Only the top 8 from each team would be figured in the team average. The lower the average, the better the team. The team with the highest average (worst team) would get 1st pick followed by the other 2 teams, depending on their average. After all teams have picked one, the teams are reaveraged to see who would get the next one or two picks. In terms of unranked skaters/ transfers, they will be ranked before the next draft, therefore that skaters teams average will reflect the way they played the previous season.

The teams would end balanced so once the total number of skaters divided by the number of teams is reached by any particular team in the draft they will not participate in the subsequent draft rounds.

Much like professional sport teams which have budgets, top players cannot be retained each year and this principle drives this proposal to maintain fairness but allow for the teams to retain some of their key members each year.

Each team counts their remaining MissFits All-Star Travel Team skaters. The lowest number of returning skaters is the number of skaters that each team may retain going into the draft. The captain(s) choose which skaters are retained and they are included in this count (so a team with two captains starts off with 2). All non-retained skaters are placed in the draft pool.

The draft will be conducted in a weighted round robin format and each team has been equalized so pick order is determined randomly. A weighted round robin goes through each team for each round but every round the pick order is reversed so round one is A B C and round two is C B A and so on. This process is repeated until all skaters in the draft eligible pool have been selected.

All skaters would be initially be ranked by the training committee in a similar fashion to the rankings done earlier this season (for A/B Teams). Each year, the home teams (today Dactyls, Betties, Quakes) would have all of the skaters pooled together. A predetermined number of skaters are assigned to each team. Teams would be balanced out so that the total rankings are equal on all teams. This could mean skaters remain on the same team, it may mean they will not.

This would make teams mathematically competitive. For example, if each team is to have 14 skaters, the total ranking score for a team will be all the the selected skaters added up so they are similar. The teams would be determined based on these scores and would be reshuffled annually.
